The 2009 ESRI Geary Lecture: "The Challenge of Tax Reform and Expanding the Tax Base"

Speaker: Professor James Poterba, National Bureau of Economic Research.

Jim Poterba is President and CEO of the world-renowned National Bureau of Economic Research. He has been a Professor of Economics at the Massachussetts Institute of Technology (MIT) for over 20 years serving recently as head of department. His research (which has led to more than 100 journal articles) focuses on how taxation affects the economic decisions of households and firms. His recent work has emphasized the effect of taxation on the financial behavior of households, particularly their saving and portfolio decisions. He edited the Journal of Public Economics, the leading international journal for research on taxation and government spending, between 1997 and 2006. He is a co-author of The Role of Annuity Markets in Financing Retirement (2001), and an editor of Global Warming: Economic Policy Responses (1991), International Comparisons of Household Saving (1994), Empirical Foundations of Household Taxation (1996), Fiscal Institutions and Fiscal Performance (1999), and Fiscal Reform in Columbia (2005).

The Geary lecture is organised each year by the ESRI and honours Dr R. C. Geary (1896 - 1983), the first Director of the Institute. Dr Geary is regarded as the most eminent Irish statistician of the twentieth century. Lectures have been given by some of the world’s foremost scholars in the fields of economics, statistics and sociology, including a number of Nobel Prize winners.

6th Euroframe Conference on Economic Policy Issues in the EU "Causes and Consequences of the Current Financial Crisis: what lessons for European Union countries?"

Barnardos 'Written Out, Written Off' Educational Disadvantage Seminar

Time: 10.30 a.m. to 1 pm

Seminar Launch: Deirdre Purcell
Keynote speakers: Emer Smyth and Selina McCoy, ESRI; Paul Connolly, Queens University Belfast.

Through our experience of working with children and families, Barnardos sees the daily lived experience of children dealing with educational disadvantage and how it can impact on their lives – both present and future. This seminar draws on ESRI research (commissioned by Barnardos) examining:
• The social inequalities that still exist in the Irish education system;
• The consequences of early school leaving;
• An insight into the progress of the Delivering Equality of Opportunity in Schools (DEIS) strategy;
• The likely impact of the cutbacks to the education sector in light of the current recession.

It will also explore the different policy recommendations to address educational disadvantage in Ireland.

NEW PROJECTS

Data on Special Education Needs and Disability: A Scoping Study
Selina McCoy, Joanne Banks. Commissioned by the National Council for Special Education (NCSE).

While the availability of information on the educational system has improved in recent years, gaps remain in our knowledge about certain groups of children and young people. In particular, lack of information on children with specific disabilities has been identified as a barrier to effective provision. This study aims to:

  • Assess the range of existing Irish data on disability, special educational needs and educational provision for children with special educational needs (SEN);
  • Use this assessment to provide an estimate of the potential cohort of the population covered by the EPSEN Act 2004;
  • Place this assessment in the context of international best practice in relation to data on SEN and disability.

These objectives will be achieved through international literature and policy reviews, analysis of existing data sources and in-depth interviews with relevant stakeholders and experts in the field of education, SEN and disability.

Sportfolio
Pete Lunn

The “Sportfolio” project, funded by the Irish Sports Council, will bring together data on participation in sport from three separate sources. Proceeding on a sport-by-sport basis, the aim is to compile profiles of the most popular sport and exercise activities in Ireland.

Subscription to the Quarterly Economic Commentary

The ESRI's Quarterly Economic Commentary (QEC) is concerned with the analysis of current economic trends and the provision of macro-economic forecasts for the current and following year. Forecasts in the QEC are of a short-term nature (usually between one and two years ahead). Forecasts over a longer time horizon are available in the latest Medium Term Review.
