Philip Kelly

Philip Kelly was a Research Assistant in the ESRI between 1977 and 1979. He was Chief Economist at CTT (Irish Export Board) ? now Enterprise Ireland and was a Special Adviser to the Minister for Public Service and the Minister for Environment in Ireland. He served on the Boards of Irish National Petroleum Corporation, Irish Refining Ltd and Bantry Terminals Limited and was a member of the Governing Body of Dublin Institute of Technology. He was admitted to the degree of Barrister-at-Law and called to the Bar in Ireland and in England & Wales (Middle Temple). He is a legal and economic adviser who has specialised in providing advice to Governments and the private sector in over 50 countries. He advises on policy, legislation and transactions where the public sector and private sector interface, including privatisation, public private partnership arrangements, trade and investment in a wide range of sectors and activities.
