This research, which has been commissioned by the Asian Development Bank (ADB) is to assess the feasibility, and potentially develop, a statistical profiling model for unemployed persons in the Philippines. The development and adoption of a profiling tool would potentially assist Public Employment Services (PES) in the Philippines in improving the administration and effectiveness of their labour market activation programmes. The research builds on the PEX statistical profiling tool that was developed by the Economic and Social Research Institute (ESRI) and is currently implemented by the Department of Social Protection (DSP).
The ESRI works towards a national vision of ‘Informed policy for a better Ireland’. This means producing high-quality analysis to provide robust evidence for policymaking, with the goals of research excellence and policy impact.
The ESRI produces research that contributes to understanding economic and social change in the new international context and that informs public policymaking and civil society in Ireland.
