Philip J O'Connell

Philip J. O'Connell is programme coordinator of Labour Market research at the ESRI and head of Social Research Division. He has been centrally involved the management of the ESRI for a number of years.
He received his doctorate from Indiana University, Bloomington and taught at the University of North Carolina, Chapel Hill. He has served as a consultant on human resource development and labour market issues to the European Commission and the OECD, and is currently involved in a number of comparative European research projects.
Much of his research focuses on education, training and the labour market. He has written several books on the effects of work-related education and training, and published papers on this and other labour market issues in the leading peer-reviewed journals, including the British Journal of Industrial Relations; the Economics of Education Review; the European Sociological Review; Gender Wrok and Organization; Industrial Relations; Industrial and Labour Relations Review; Labour: Review of Economics and Industrial Relations, and Work Employment and Society. His research addresses national and European policy issues in education and the labour market and has been developed in consultation with policymakers in Irish Government Departments as well as in the European Commission.
Current research interests include:
• Continuing education and training of employed workers
• Active labour market programmes for the unemployed
• Workplace change
• Access to and impact of third level education
• Migration.
Philip has served on the editorial boards of: the Economic and Social Review; the European Journal of Vocational Education and Training; the Journal of Youth Studies, and Work, Employment and Society.
