Capacity Building in the Irish Bilateral Aid Programme: Report by Irish Aid Advisory Committee Working Group on Capacity Building

The purpose of this project was to examine Ireland Aid's (IA's) approach to capacity building, identify instances of best practice, and draw out the implications for IA policy and practice. To keep the project to manageable dimensions, its focus was limited to IA's bilateral aid programme in the priority countries of sub-saharan Africa, with particular reference to area-based programmes. The components of the project were: - a literature review carried out by John Grindle in June 1998 - a scoping seminar on capacity building held in the Department of Foreign Affairs in September 1998 - Three field studies of capacity building with area-based programmes: Water and sanitation in Northern Province, Zambia the Institutional Support Programme in Niassa province, Mozamibique the Kibaale District Development Programme, Uganda
